The private data this would aggregate (livestock-ops-service's per-farmer flock/production records) exists, but no anonymization/aggregation pipeline exists to turn it into public numbers - and the parent doc's own privacy rule is explicit that individual farmer data must never be exposed directly.
- →Build an aggregation pipeline in/around livestock-ops-service that computes county or org-count-gated averages, never individual-farm figures
- →Define a minimum sample size before a stat is published (so 'average flock size in a county with 1 farmer' can't deanonymize that farmer)
